Description:	This is an IRC proxy server.  Features:
		+ Optionally proxies DCC CHAT and DCC SEND correctly.
		+ Supports both transparent and dedicated operation.
		+ Can be run either standalone or via inetd.
		+ Allows the admin to send "MOTD" style messages and/or
		  broadcasts to the user(s).
		+ Changes UID/GID according to client IP address (for identd).
		+ Can block the mIRC trojan 'script.ini'.
